Protest Blog, Chile (60+) Videos - A decade of protests peak in 2019, new constitution in the works

Since at least July 2019, Chileans (Pop: 18.7M) have been regularly protesting in the Capital city of Santiago (Pop: 5.6M Million). Police have regularly used teargas & water cannons, even rubber bullets, on protesters, as well as riot dogs. Protesters have also set fires, including 2 Historic Churches, and fired projectiles at police, including rocks, barriers & Molotov cocktails. Chilean police have ran over protesters, and rioters have bombed metro stations and banks. As many as 250,000 people have participated in a single protest.


The Presidential Republic of Chile was organized in 1925 and Democracy reigned free for 45 years. In 1970, Salvador Allende of the Socialist Party was elected President in a very close 3 way race. He was the first Marxist President in Latin America, The US was in a cold war with Russia and the Nixon administration did not want Communism in Latin America. On September 11th, 1973 the CIA backed Commander-In-Chief General Augusto Pinochet in a military coup. While Pinochet surrounded La Moneda, the Capitol, Allende gave his final speech over the radio, refusing to resign or be taken prisoner. It is unclear what actually happened, but he allegedly committed suicide with an AK-47 given him by his ally Cuban Communist Fidel Castro. Castro claimed he was found shot dead clutching his AK, draped in the Chilean flag. This may have been an attempt by Castro to blame the US for political assassinations. Allende's nephew would be targeted in Costa Rice, but survived an attempt on his life.


Pinochet declared himself Supreme Head of the Nation and remained in power for 17 years, until he was removed on May 11th, 1990. His military junta suspended the Constitution, banned all political parties, enacted curfews, outlawed abortion, and began mass censorship. They had over 3,000 dissidents executed, mostly Leftists. Over 80,000 were interned in camps and tens of thousands were tortured. He worked with the CIA in Operation Condor until 1989, engaging in domestic terrorism in other Leftist countries in Latin America. In Argentina alone, 60,000 killed, 30,000 missing, 400,000 imprisoned.


On September 11th, 1980, he drafted and enacted a new Chilean Constitution, ending the 1925 Presidential Republic. It set Presidential term limits for 8 years, while suppressing votes by the General Public. The Constitution called for the Military to select the first 8-year President. Naturally, they chose Pinochet. Over 1 Million refugees fled Chile, as civil war reigned the whole 8 years, with Pinochet barely surviving assassination in 1986. The military responded by burning Pinochet protesters alive at a demonstration in 1986. Pinochet's Caravan of Death hunted down and executed rival faction leaders, as well as US journalists, the former President of Bolivia, a UN Diplomat and even the former US Ambassador to Chile, exiled in Washington DC, was killed by car bomb. They even planned to kill a US Congressman, former NYC mayor Edward Koch.

Many leaders worldwide sided with Pinochet in his "war against communism" including China's Deng Xiaoping, UK's Margaret Thatcher, and US President Ronald Reagan. In 1988, Pinochet's 8-year term as President came to an end. Fearing he would refuse to step down, Pope John Paul II was instrumental in returning Democracy in Chile. He convinced Pinochet to let Chileans vote on whether he would remain President for 8 years, or whether a Parliament would decide the future.


In 1988, political parties were allowed to campaign, and Christian Democrats, Socialists, Radicals, Humanists & Ecologists united to form a Parliament instead of Pinochet's dictatorship. Parliament won by 55% and Pinochet agreed to step down as President, but was allowed to remain Commander-In-Chief for 8 years and then Senator for life, with total immunity, according to the 1980 Constitution. In 1998, when his term ended he was arrested in UK and held for extradition to Spain on war crimes aiding Francisco Franco. He arranged for medical release in 2000, and never stood trial in Spain.


In 2000, he returned to Chile and Parliament amended the Constitution to end Senator-for-life and declared him "ex-president" no longer entitled to immunity. He was put on trial by Chilean Supreme Court, but was suffering from dementia and stalled trial until 2004. In 2006, on his 91st birthday he released a statement taking full responsibility for all political decisions during his reign. He died days later, a free man.


After Pinochet was voted out in 1988, Parliament made 54 Amendments to the Constitution, and it passed by 92%. An important clause limited Presidential terms, and banned back-to-back terms, ensuring regular transfer of power. In December 1989, Christian Democrat Patricio Aylwin was elected President by 55% in a 3-way race. On March 11, 1990, Aylwin was sworn in as Chile's first elected President in 20 years, the first President of the new republic. He served til 1994, followed by Christian Democrat Eduardo Frei Ruiz-Tagle til 2000. In 2000, Socialist Ricardo Lagos became President.


From 2006-2010, Michelle Bachelet from the left-wing Socialist Party was Chile's first female President, she faced Student protests in 2006, but signed an Education Reform Bill in 2009 to please the people. Chile's constitution prevents a President from running 2 terms consecutively to prevent dictatorships, so in 2010 she supported Christian Democrat Eduardo Frei Ruiz-Tagle against Sebastian Pinera from the right-wing National Renewal party. Pinera became Chile's first elected Conservative President since 1958, and the first right-wing leader since Gen. Augusto Pinochet was deposed from his dictatorship in 1990. Pinera is a multi-billionaire and one of Chile's 1%. He is the center of debate for Chile's wealth inequality discussions. A bad omen reigned over Pinera's inauguration as a 7.2 Magnitude Earthquake rocked Chile moments before he was sworn in. An 8.8 would strike soon after, killing 500+.


Bachelet became the first 2-term Chilean President since 1932 when she was re-elected from 2014-2018, but Pinera was re-elected in 2018 and Chile has been on edge ever since. He will remain President until 2022, and will oversee 4 of the most violent years in Chile's history. Bachelet is currently the High Commissioner of Human Rights for the United Nations.


Since 2011 students have been advocating for free education and have clashed with police for almost a decade. Students must pay 75% of their own tuition, the highest education cost in the world. In 2017, Chile passed a "Law on State Universities" which made funding for arts, history, physical education & sports, optional. Women have marched for free, safe, legal abortions. Indigenous Mapuche tribes have fought to protect their lands, and fisheries, and protest migration laws, and they regularly scuffle on Columbus Day. Chile also holds the largest Palestinian community outside of Palestine. In 2017, Chilean-Palestinians protested US President Trump's decision to build the Israeli Embassy in Jerusalem.


In 2019, Chile saw its worst revolts since they overthrew military dictator Augusto Pinochet in 1990 after 17 years. July began with 45,000+ teachers marching to keep funding for necessary classes, while advocating better working conditions for teachers and better funding for schools. The March lasted over 3 weeks, and received worldwide support. A large woman's rights march had also turned violent in July, and riot police had raided a barricaded University to arrest demonstrators, and tensions were extremely high.


In October, Chilean MTA fares were hiked, everyone united at once to rebel in Santiago. Student revolts were backed by the general workforce, after Trade Union strikes over pension reform. President Sebastian Pinera declared "we are at war" and activated 20,000+ soldiers to make 5,000+ arrests, as fighting continued for over 2 months. 25+ Chileans died, 2,200+ Police injured, 180+ Police Stations vandalized and 1,000+ police vehicles damaged over 2 months. Over 300 people reported eye injuries from police projectiles. Pinera cancelled two International Summits scheduled in Chile because foreign dignitaries wouldn't visit due to safety concerns. Public transportation was briefly cancelled as Metro stations were bombed and Trains & Buses were set on fire. Multiple airlines grounded their planes during the 2 Months of Civil Unrest.


Demonstrations returned in February, 2020 when Futbol fans united with shields, helmets & gas masks to protest police, while paying respect to Jorge Mora, a fan who was killed by a riot van. Since COVID-19, Chileans regularly protest 50 Person lockdowns and police brutality, while advocating for better living conditions and better wages, and eliminating public debt. Mass unemployment & food shortages have pushed many to the brink of no return. Health care workers have joined with teachers to demand better quality of life.


A vote was scheduled for April 26th, 2020 for Chileans to vote on whether a new Constitution should be written. Due to COVID, it has been postponed 6 months til October 25th, 2020. If the vote passes, a Constitutional Convention will be elected in April 2021, and in October 2021, Chileans will vote whether or not to accept the new Constitution for 2022.

Burning buses and metro stations dotted the Chilean capital, with water cannon and firefighters used to put out the flames. Soldiers were on the streets after the government imposed a state of emergency. Drone footage also shows the extent of the damage to the headquarters of Italian utility company Enel Chile, which was targeted on Friday. The recent protests were sparked by the now-withdrawn transport fare hike, but have since evolved into a movement with wider grievances aimed at addressing the rising cost of living and police conduct during demonstrations. Pinera has announced a working group to address protesters' concerns.

The general in charge of security in Santiago has declared a curfew in the capital and its suburbs, after President Sebastian Pinera tried to de-escalate flaming tensions, promising to scrap a controversial metro ride price hike.

“We invite all people to return to their homes to evaluate the measures the government has announced and look after their families and their homes,” General Javier Iturriaga del Campo said, announcing a mandatory curfew between 10pm and 7am on Saturday night. Three people have been killed in the riots, AFP reported, citing officials.

The president had earlier stopped short of calling a curfew – but, in order to defuse tensions, promised that his government will reverse the contentious price hikes for metro rides introduced in early October.

Santiago is under a state of emergency since Friday night, when crowds of protesters clashed with riot police, set fires, looted and destroyed public infrastructure in the capital – and the violence risked spilling over to other Chilean cities.

Carrying a huge golden trophy reading “The cup of free education,” activists flooded central Santiago and marched peacefully for several hours before the events turned ugly and clashes erupted.

Police, equipped with armored vehicles, used water cannons and tear gas as masked protesters threw stones and other projectiles at police lines. Reports indicate that dozens were arrested in the clashes, with many being taken away injured.

Chilean President Michelle Bachelet has reportedly approved new educational legislation, banning tuition fees and selective admission from state-subsidized schools. However, the reforms have not met the protesters’ demands, who have been demonstrating over the issue since 2011.

“What they are offering us today is just a half-way gratuity, only for some people, a gratuity that the only thing it does is to inject more money into a system that was created by the dictatorship. When will we have the real right to decide which kind of education we want?,” Valentina Saavedra, President of University of Chile Student Federation told RT’s video agency Ruptly.

Tensions have boiled over as protesters want greater free education and more public universities. They also want changes to a system that has largely been unchanged since the end of General Augusto Pinochet’s authoritarian rule.

Organizers wanted to use the Copa America, which starts on Thursday to boost their campaign recognition and to rally support for their cause.

“Practically all Chile is talking about is the Copa America. But this event can't be an excuse to forget about our demands,” student leader Javiera Reyes told local news outlets.

There are conflicting reports as to the exact number of students that came out, with police estimating around 25,000 people in Santiago, while student organizers round the number to 80,000 people. On Twitter, some boasted of a 300,000-strong turnout. Other marches took place around Chile as well.

In the capital, the protest set off in a carnival-like atmosphere, with performances, drum beating and dances. Most young people took to the streets with huge banners and flags with slogans demanding an immediate and inclusive reform of education.

While the action was mostly peaceful, a few groups clashed with police in the city’s streets. Footage showed police using water cannons, firing tear gas and detaining some of the demonstrators.

Students complained about feeling excluded from educational reform talks, adding that the process is taking too long and increasing fears of back door deals taking place.

President Michelle Bachelet has promised to make reforms under the center-left government to the privatized education system in Chile, stagnating since the departure of Pinochet, and often criticized for being of poor quality and benefiting the rich.

In May Bachelet began pushing through the first part of the reforms in Congress, but the new measures are still being debated in the lower house.

The proposed bill introduces changes to school funding policies, such as stopping the subsidies of for-profit schools and scrapping selective entrance guidelines. The second round of reforms is scheduled to take place later this year and will include making university education free.

In order to pass the reforms Bachelet needs to gain some support from the right, despite having a majority.

On Wednesday, students staged sit-ins in six Santiago high schools and the Education Ministry, calling on the government to include them in the process.

“The government is dealing with this in a highly disorganized way by avoiding citizen participation and believing that [reform] can move forward with [ entrepreneurs of Chile’s Industrial Promotion Society], and the congressional constitutional committee alone,” Lorenza Soto, president of the Coordinating Assembly of Secondary Students (ACES), told the Santiago Times.

The President of Universidad de Chile’s Center for Engineering Students Max Ferrer also expressed disappointed that students are being left out.

“We do not understand why President [Michelle Bachelet] cannot prioritize a substantive dialogue with the student movement, which represents society’s interests and not the pockets of few,” he said.

They argue that middle class children from rich families have access to some of the best schools, while the poor have to make do with underfunded state schools. All universities in Chile are fee-paying.

The campaign for educational reform has seen the biggest protests in Chile since the country became democratic in 1990 after voting to oust the military junta of General Augusto Pinochet.

03/26/12 Source: RT via Ruptly - Police used water cannons and tear gas to break up a march by thousands of Chilean students on Thursday. It was the first protest this year by student groups whose demonstrations demanding education reform paralyzed major cities in 2011. Police said about 50 protesters were detained in Thursday's march on Santiago's main avenue, which drew roughly 2,000 participants. Organizers said 5,000 to 7,000 high school students took part along with some university students. The crisis over education reform in Chile remains unresolved despite seven months of mass demonstrations last year by students, teachers and families.

Strong aftershock hits Chile as president sworn in

The 7.2-magnitude tremour was stronger than the quake that destroyed the Haitian capital in January. Scientists have warned that more aftershocks are likely to happen.
